You can't just start a story like that and not tell what happened - did the Police respond? Did you follow through in some way? Seems to me that it's specifically the FOLLOW THROUGH that will make a huge difference, albeit one driver at a time (until they start spreading the word to 'each other', etc. - word of mouth can be huge in NYC for this kind of thing!)

"Proving" anything in court is a pretty tough one, there's no precedent for that kind of nonsense around here.
