Please file a TLC complaint and attend a hearing every time you see and photograph one of these violations. If you do it often enough and the understanding ALJs at the TLC are consistently firm, the hacks will get the message and these violations will cease.

TLC - Taxi and Limousine Commision
ALJ - Administrative Law Judge (similiar to the judges at traffic court)
