City trying to make the Stipulated Fines program permanent

As you may know, we have discussed the NYC Dept of Finance's Stipulated Fines Program on MyBikeLane. Briefly, the Stipulated Fines Program gives fleet owners (such as UPS, Fedex, Time Warner, etc) discounts on parking tickets, which only further encourages them to park illegally.

Now, there is a bill in the City Council that would enshrine this dysfunctional practice into law.
