I am an investigator with a Congressional Committee (US House of Representatives)looking into illegal parking practices by US Government employees in US Government-tagged vehicles. If anybody has any photos of such illegally parked vehicles, I would love to see them. I'm also looking for any accidents that have resulted from a pedestrian or cyclist having to swerve into traffic to avoid an illegally parked vehicle (doesn't have to be Government vehicle)

You should check out a related site, http://nyc.uncivilservants.org, produced by Transportation Alternatives. There, you will find vehicles in violation of parking laws, with either official US Gov plates or private vehicles with Federal parking placards.
