5)the city should register all bikes riding on city streets like all motor vehicles to have a record of anybody who was involved of a accident and property damage

What is a bike hwo? It should be ticket? Like the bicycle should become a ticket?

A bike living on the scene of an accident? Are we to assume that bikes are to be considered living organisms? How can a bike crash in walking people? What is that supposed to mean?
